This is in the centre of Sydney. The clock tower belongs to the old General Post Office which now has a modern hotel inside it. The base of the Cenotaph is the light coloured object that can just be seen in the middle here, before the Christmas tree in the background.

Thanks to you all. There was no trickery here, apart from removing noise selectively from the sky, as this was taken with my old camera, which is not too good in the noise area, even at a low ISO. You may notice a light coloured area on the building, immediately to the left of the clock. There was a lot of lens flare here, but I managed to clone most of it out. This means that some of those window frames are not original, but are my substitutions.
