The charango is an instrument used in folk music from the Andean area, including the north of Chile, Peru and Bolivia. "La micro" is the name given to the fairly small buses used in Santiago and other parts of Chile.. The drivers allow musicians and vendors of ice cream and other products to get on at any moment.
This charango player was absolutely excellent. I wish you could hear him. He received quite a few donations from the passengers before getting off. What was funny was that the next musician who got on after him was a guitarist/singer who was nowhere up to his standard, and was not so well received. Little did he know who he was following!
Como digo arriba en inglés, se encuentran músicos y vendedores muy a menudo en las micros de Santiago. (A propósito, nadie me ha podidio explicar nunca porque en Chile se llama "la micro" en vez de "el micro".)

@Hans: Thanks, Hans!
We had the same thing in Paris, on the undergrounds, musicians also get on and off between stations - some are really good and others are not. Really nice capture - brought back good memories of a wonderful trip!!! :)
